Welcome to the RPC's Brownfield Redevelopment Program website!  

“Brownfields” are abandoned, idled, or underused industrial or commercial properties with real or perceived
environmental contamination. Addressing potential environmental issues, especially dealing with the financial and
regulatory aspects, is often intimidating, creating a barrier to the redevelopment or expanded use of these sites.
The Regional Planning Commission’s (RPC’s) Brownfield Redevelopment Program helps convert these properties
from community liabilities into community assets by providing funding and guidance to navigate the environmental
process from investigation to cleanup.


Mission and Focus

The goal of RPC's Brownfield Redevelopment Program is to assist with the assessment, cleanup and
redevelopment of Brownfield sites by providing funding, technical expertise, and guidance through the regulatory
process. Funding is restricted to non-responsible parties meeting EPA's requirements, but RPC can provide
technical assistance to anyone interested in Brownfield redevelopment in the region.

RPC  partners with other Brownfield grantees in the Region, including the City of New Orleans, Jefferson Parish,
the City of Gretna, City of Westwego, and the Army Corps of Engineers, as well as neighboring South Central
Planning and Development Commission and City of Baton Rouge.


Southeast Louisiana Regional Brownfield Consortium

The RPC also works to ensure regional cooperation and collaboration in the redevelopment of Brownfield sites.  
In 1999, the RPC created the
Southeast Louisiana Regional Brownfield Consortium to assist the RPC's five
member Parishes in redeveloping Brownfield sites.  The Consortium formulates regional strategies, acts as a
regional Brownfield resource, and works to facilitate collaboration between the Parishes. Members include
representatives of all parties with an interest in brownfield redevelopment, such as community members,
developers, consultants, government entities, local non-profit groups, and other Brownfield stakeholders.
Consortium meetings are open to the public.

RPC also participates in the
Louisiana Brownfield Association, a state-wide non-profit dedicated to the promotion
and further redevelopment and revitalization of potentially contaminated property in LA.

About the Regional Planning Commission

The Regional Planning Commission (RPC) is the metropolitan planning organization for the New Orleans
metropolitan region, serving Jefferson, Orleans, Plaquemines, St. Bernard, and St. Tammany Parishes.  The RPC
provides technical assistance and distributes EPA Brownfield funding to eligible Brownfield sites within our region
that are not already covered by a local Brownfields Program.
