Revolving Loan Fund
What is a Revolving Loan Fund?

The RPC loans money to eligible parties for the cleanup of a brownfield site.  When the loan is repaid, the
money becomes available to make additional brownfield cleanup loans, thus revolving the funds and
creating a perpetual source of funding for brownfield cleanup. This program works in conjunction with RPC’
s Brownfield Assessment Program, which provides grants for environmental assessments of sites enrolled in
the RPC’s brownfield program.


What funding is available?

Funding support is available from the US Environmental Protection Agency (EPA) for both environmental
investigations and cleanup.

Grants are available for environmental site assessments.  If the site assessment determines that
contamination is present at the site, funding support to cleanup or mitigate the contamination is available
through the Brownfield Cleanup Revolving Loan Fund (BCRLF).  This is a below market rate loan with
flexible payback terms. Payback of the loan can begin after the site has been redeveloped.  The loan can
only be used for activities related to managing the contamination at the site. RPC can assist you with
finding other sources of funding to redevelop the site.

What can the loan funds be used for?

The BCRLF can only be used for cleanup related activities, such as:


The BCRLF funds may not be used for pre-cleanup environmental activities, such as site environmental
assessments, and contaminant identification and characterization. Brownfield grant money may be
available to help cover the cost of assessment and characterization.  


What are the loan terms?

Loan terms are flexible and dependent upon project and borrower needs.







Who administers the funds?

The Regional Planning Commission of Jefferson, Orleans, Plaquemines, St. Bernard and St. Tammany
Parishes (RPC) received a federal grant from the EPA to distribute funds to eligible projects in St. Bernard,
Plaquemines, and St. Tammany Parishes.  The RPC will be responsible for choosing the environmental
consultant to perform the work, as well as oversight of cleanup activities.  The landowner will have input
into the decision process and will be involved in every step of the cleanup.
