Brownfield Redevelopment Program
Eligibility Criteria
Who is eligible to receive Brownfield funding?

Non-responsible parties (those that did not cause, contribute to, or allow contamination to occur, or are
directly related to a responsible party), including private owners, prospective purchasers, non-profit
organizations and public entities, are eligible to receive funding.  Those who caused the contamination
are not eligible for funding, but may use it as a marketing tool for potential buyers, or may choose to
donate the land to an eligible non-profit organization or public agency.  Eligible sites will be located in
Jefferson, Orleans, Plaquemines, St. Bernard or St. Tammany Parishes. Please contact the Brownfield
Coordinator at (504) 568-6611 to determine eligibility for specific projects.

Eligibility for Clean-Up Revolving Loan Fund

In order to be eligible for a loan under the program, a potential borrower must meet the following
qualifications:  

  • The borrower must be the user of the funds for remediation.

  • The borrower must not be a generator or transporter of contamination at the subject site (not a
    principle responsible party).

  • The borrower must certify that they are not currently, nor have been, subject to any penalties
    resulting from environmental non compliance at the site subject to the loan.

  • Eligible borrowers are responsible for submitting an EECA and Community Relations Plan prior to
    loan approval.

  • Eligible projects will have completed the RPC’s Environmental Site Assessment process (or
    equivalent) and must have an approved LDEQ cleanup/ remediation plan.
