Qualifications
Request for Qualifications:

Once a site is enrolled in RPC's Brownfield Redevelopment Program, RPC develops a Scope of Work for
either a Phase I or Phase II environmental site assessment (ESA), which includes a description of the work
to be performed, the total budget amount, and a timeline for completion. A Request for Qualifications
(RFQ) is then announced in the Times-Picayune newspaper and on RPC's website, in addition to this page,
at least 10 working days prior to the next Commission meeting (held on the second Tuesday of every
month). Qualified firms for Phase I ESAs will have the required experience and qualifications as outlined
in ASTM E1527-05 (All Appropriate Inquiry standards) and will be required to follow those standards in
the investigations. Firms applying for a Phase II ESA will be familiar with EPA's requirements for Quality
Assurance Project Plans (QAPP) and will have someone on staff that has attended QAPP training. Other
conditions will be outlined in the scope of work. Applicants are encouraged to contact the Brownfield

Invoice Progress Evaluation Form:

Successful applicants are required to attach a Progress Evaluation Form to each of their invoices, along
with a brief narrative of the work performed during the invoice period. Invoices submitted a week or more
before the next Commission meeting (second Tuesday of each month) will be submitted for Commission
approval at that meeting (invoices not submitted in time for the next Commission meeting will be reviewed
at the following meeting). Once the Commission approves the invoice, it is submitted to EPA for payment.
Once payment is received from EPA, RPC issues a check to the consultant for payment of the invoice.
